Jackson Park Pilot Ordinance Passes Out of Housing Committee; May Move to Full City Council Tomorrow (TH)

Dear Neighborhood Housing Industry Colleagues and Friends;
Today the City Council Housing Committee passed the Jackson Park Housing Pilot Ordinance. The 28 page measure was not shared with the industry—nor with the committee—until yesterday afternoon. The full City Council will consider the proposed ordinance tomorrow, at which time it could vote the measure into law.

The measure applies to a specific geographic area in South Shore and in Woodlawn, as shown on this map.

The ordinance would create (within the designated area) an opportunity to purchase (right of first refusal) when a building is sold, similar to the Northwest Side Preservation Ordinance. It expands a “fair notice” provision requiring up to 180-days’ notice if a resident of three years or more is non-renewed. On a potentially better note, the ordinance also creates a fund for property tax relief for owners and another fund to support rehab work in buildings of four or fewer units.
