We need your urgent help to defeat the Protect Renters Ordinance (PRO) sponsored by Mayor Brandon Johnson.
PRO would impose burdensome new regulations on housing providers and greatly limit our ability to operate effectively. Below are some of its more onerous provisions:
“Just Cause Eviction:” PRO provides tenants with a perpetual right to renew their lease so long as they pay their rent on time and comply with the lease agreement. This would prevent housing providers from non-renewing a lease unless they can prove in court that a tenant has materially violated the lease. In short, housing providers will lose the ability to remove problem tenants without a costly and lengthy eviction process. In other words, Just Cause would force you to renew the leases of all your tenants — even for people who disturb and harass their neighbors, or who engage in criminal behavior — or pay them $10,000 or ten months rent to leave.
Relocation assistance: PRO would require housing providers to pay tenants thousands of dollars in relocation assistance in order to move them out of a building.
Rental registry: PRO would create a new City bureaucracy to investigate and penalize alleged violations of the RLTO, funded by an annual fee assessed against housing providers of up to $60 per unit.
Ban move-in fees and cap security deposits: PRO would ban move-in fees and other fees characterized as “junk fees” while capping security deposits at one month’s rent.
The stakes couldn’t be higher. The City Council members need to hear directly from housing providers and their allies.
